Body shop keeps doing a bad job.?

I took my car to get the front and rear bumber repaired. When I got it back the first time I was not happy and told the owner. He told me to bring it back and they would fix it, so I did. When I came back again to pick it up it looked better, but when I got home I noticed my tail light had water in it and was lose, also the front bumper was lose had a 1/4 inch gap between the fender note was not like that when I saw it parked at body shop. So this will be the third time me taking it in for him to repair. So my question is if there is a law out there on body shops like the lemon law three strikes and your out deal or if there is any small claims suit I can do?
