Can you design a tattoo?

I am looking for someone to design me a tattoo, I want it to be a cool looking teddy bear with a fedora type hate on Like on the website ( www.oleheadwear.com ), it also need to be holding like five balloons that can have names put in them ( conner, kaylee, brady, kyler, and one we don't no the name of yet he hasn't been born =)... this will probably be put on his lower leg. so if you know a good designer or you yourself is a good tattoo designer pleas design this for me and send it to my email? thx
